IAP and freemium exists because it makes a huge amount of money and developing the apps requires less resources than a premium game. This is where IAP and freemium comes into play, because people in those countries are willing to pay for microtransactions and IAP, and designing to exploit gambling habits is a known and effective mechanic. Game developers selling games with set prices are not going to get market share in those countries no matter what they set their prices to. Sure, piracy is a factor, but the vast majority of piracy happens in developing countries where premium games aren't going to be purchased at any price.
